I can't tell if I got lucky, or if this is actually logical!

Any clues to the turtel itself, I have tried heaps but cannot get it.

Row 2: the 5 is in 8-12
Row 4: 5, 7-17, 22, 25
Row 17: 5-9.

About 98% logical. :) Just the last 5 dots that make up his nose/face have to be guessed, but it's easy to know exactly where it goes. Thanks for the challenge!

Once you get the TURTEL! the top part is completely logical from there.
