It's hard. With persistence I can get through the whole top half and the left six columns of the bottom half without guessing...then it gets harder. I was able to complete the eyes (eyelids?) by simultaneously considering clues from adjacent rows and relevant columns and realizing that there's only one combination that fits (another way would be to use temporaries). In a similar fashion you can find out the placement of the rightmost "2" clue in row 15, and the placement of the middle "2" in column 18.
At the end there are three solutions; at that point you have to guess. As a clarification on the hint, only the eyes, nose, and mouth are symmetrical; the edges of the face aren't.
The puzzle creator seems to use a different definition of "symmetrical" than I do; I think they mean "portions repeat".
