So im trying the four lower left quadrents and im stuck. found 2 on the bottom right of those 4 quadrents but stuck after that.

Eh just guessed if you get stuck the 4s are at the bottom right quadrent.

Nice puzzle! You don't need temporaries (or guessing!) guys, just think. Where could the 4 in line 16 be without causing inconsistencies?
