I guess last few dots and I was lucky :) nice image.

Took me a few tries to get the right combination at the end. But it's a cool image once finished.

It's not an image!!! It's a stupid Qr code, full with ambiguities except the three squares at corners.

Once you've solved everything logical, this will clear up the ambiguities: R21: C15 & C19; R15: C10; R16: C11.
