A hater, anti-fan, or anti is someone who enjoys writing, discussing, or (in some cases) making derivative works about a piece of media, but solely for the purpose of railing against or parodying it. It can also be a person with hatred towards a celebrity or icon. Haters often attract other haters to create a negative community.

I didn't find the definition in French, I guess there is no such person among French speakers.
However, there is a very interesting and documented article on Zoilus, the first "hater" (in the current sense of the term) in history. A long time ago, it even became a common name, now forgotten.
