Spoiler: The nines are centered and form the outside of a regular octagon. There's an inside border that follows diagonally from the twos at top and bottom, this part's no longer symmetrical. From there, the funny-bit at the top, right side, forms a... chain of sorts that runs diagonally down-left. Filling in X's around the interior as you go along makes it easier to work out the last shape, which is a very fat crescent moon, or possibly a cookie with a bite from the top-right side.
I think this is logical to one solution, once you work out the border? but working out the interior alone is a bit of a Pain. Image when complete is neat, but getting there is... meh.
