Top 7 rows and bottom 11 rows (except R20) are symmetrical. The center of the flower is also symmetrical. Starting at the 2 in row 1 and move outward until the 4 in C2 and the 5 in C16. Attach the 1s in R23 to the 6 in R22, then move upward and outward until you hit the edge. Attach the 3s and then move downward and inward.
